Defend the carriers with an AI air patrol?

When players come within about 2 km of a carrier, it launches AI aircraft: mostly Mi-24 Hinds or L-39s, sometimes an Su-34 or a scripted air duel. They despawn when the area goes quiet.

- On the main server today: no AI air defense at sea.

WFBE_C_NAVAL_CAP_MODE=1 weighted roll (Mi-24 / L-39 / Su-34 / skirmish), proximity-gated 1500-2000 m, quiet despawn.
